CLARKSDALE, MS (Ben Caxton) — One new hopeful applicant to Clarksdale Mayor Chuck Espy’s pay-the-perps relocation fund was so anxious to get started he waited patiently in the car he was robbing for police to arrive and arrest him. Police say Mark Simpson was inside a vehicle -that was not his – in the 700 block of Magnolia street when the owner returned. He was arrested and charged with auto burglary making him eligible to receive relocation funds under the Mayor’s plan to stop crime in Clarksdale by relocating criminals to other cities. Espy’s GoFundMe page where he had donated $1,000 of his own money toward a $3 million goal now shows $0 raised raising the question of who is paying for the new felony applicants under the scheme.
