Odis Latham and Russell Sparks made their way to the lottery office Monday with what appeared to be a winning scratch-off lottery ticket worth $100,000. Upon inspection, an employee noticed losing numbers on a $5 ticket had been replaced with winning numbers. Both men were arrested and charged with conspiracy to commit a felony and counterfeiting.
