HOLLY SPRINGS, Miss.–Holly Springs Utility District has been under scrutiny because of a noted decline in service reliability and Tuesday a third-party investigator with Silverpoint Consulting, submitted a report based on their investigation to the Mississippi Public Service Commission.
Commissioner Chris Brown said in a statement that the report cites neglect as the main problem.
The utility’s metering system is inadequate because of “chronic mismanagement, lack of maintenance and poor planning”, said Brown.
He also said the report cited overgrowth of the distribution system, and “long-neglected substations that continue to threaten system reliability”.
“HSUD and the City of Holly Springs have demonstrated an inability and unwillingness to adequately serve their customers by citing long standing failures to act on practical, previously issued recommendations.”
Brown said the system is in a severe state of disrepair and that turning it around will require an extraordinary effort from all involved parties.
The next planned Public Service Commission meeting is Aug. 5 and next steps will likely be decided then.
